The European Single Procurement Document (ESPD) is a self-declaration of the businesses' financial status, abilities and suitability for a public procurement procedure. It is available in all EU languages and used as a preliminary evidence of fulfilment of the conditions required in public procurement procedures across the EU.
This application has been developed using the ESPD-service's source code of the European Commission.
Contracting authorities can use it
- to create and edit ESPD-requests, and export them as PDF and/or XML;
- to view ESPD-responses and export them as PDF and/or XML.
Companies can use it
- to create or edit an ESPD-response (starting from an existing ESPD-request or ESPD-response, if available) and export it as PDF and/or XML.

Important: The ESPD is only used for tenders with an estimated value equal to or higher than the thresholds for European publication. However, some exceptions are foreseen for contracts awarded by negotiated procedure without prior publication (see Article 38, §1, first subparagraph, of the Royal Decree of 18 April 2017 on the award of public contracts in the traditional sectors) and for contracts awarded by negotiated procedure without prior call for competition (see Article 46, §3, of the Royal Decree of 18 June 2017 on public procurement in the water, energy, transport and postal services sectors).
As of 18 April 2018, the ESPD is to be provided in electronic form exclusively.
